Functional Safety Certification (FSC) in accordance with IEC 61508 / IEC 61511

Scope of Certification:
The Certification Scheme for Persons FSC (functional Safety Certification) is a comprehensive scheme which provides the examination and certification of individuals seeking to demonstrate their knowledge and/or competence in their field of operation. The scope of FSC includes, all levels of qualifications, Functional safety Engineer, Functional safety certified professionals and Functional Safety Expert (Yet to published).
The reference standards for body of knowledge shall be taken from IEC 61508:2010 Functional safety of electrical/electronic/programmable electronic safety-related systems (07 parts) and IEC 61511:2016 Functional safety instrumented systems for the process industry (03 Parts)
Interface between IEC 61508 and IEC 61511
IEC 61508 deals with the entire safety lifecycle of safety systems, from foundation to critical level. IEC 61508 is considered a basic standard for functional safety and is generic. Hence there is relation of IEC 61508 with other standards such as 61513 for the nuclear sector, 62061 for the machine safety sector, and 61511 for the process control sector.
Persons, departments, organizations or other units which are responsible for carrying out and reviewing each of the safety life-cycle phases shall be identified and be informed of the responsibilities assigned to them (including where relevant, licensing authorities or safety regulatory bodies).
Persons, departments or organizations involved in safety life-cycle activities shall be competent to carry out the activities for which they are accountable.
The participants those who are working for SIS systems shall have a minimum, the following items should be addressed when considering the competence of persons involved in the SIL activities as the requirements of the industry. Participants shall be assessed for following competencies during the certification process:
Engineering knowledge, training and experience appropriate to the process application.
Engineering knowledge, training and experience appropriate to the applicable technology used (for example, electrical, electronic or programmable electronic).
Engineering knowledge, training and experience appropriate to the sensors and final elements.
Safety engineering knowledge (for example, process safety analysis).
Knowledge of the legal and safety regulatory requirements.
Adequate management and leadership skills appropriate to their role in safety life-cycle activities.
Understanding of the potential consequence of an event.
The safety integrity level of the safety instrumented functions.
The novelty and complexity of the application and the technology.
Suspension and withdrawal:
The Certification Body is entitled to suspend or cancel the certification because of any of the following but not limited to:
Non-compliance or violation of the scheme requirements
Providing insufficient or incorrect information to TÜV SÜD South Asia - PC
Misuse of certification (i.e. misuse of certification includes advertising using invalid certification or an incorrect certification scope)
The submitted evidence revealing that key requirements satisfied at the time of certificate issue are no longer complied with and/or
Improper use of certification and logo
Tampering the certificate
Non-payment of the fees
Other reasons resulting from the terms and conditions outlined herein or formally agreed between the Certification Body and the candidate.
Code of Ethics for candidates:
Certified candidates shall perform the duties by following the given code of ethics of TÜV SÜD PC by signing the application form.
TÜV SÜD South Asia Personal Certification requires its certificate holders to conduct themselves professionally, with honesty, impartiality, accurateness, responsibility and independence.
TÜV SÜD South Asia Personal Certification’s certificate holders should use their knowledge and skills for the enhancement of human welfare.
TÜV SÜD South Asia Personal Certification’s certificate holder’s performance of their professional duties should include safety, health and welfare of public.
TÜV SÜD South Asia Personal Certification’s certificate holder should perform their service only in their areas of competence and should avoid conflict of interest.
TÜV SÜD South Asia Personal Certification’s certificate holder should not plagiarize and shall respect the intellectual property of others and do not use them without permission.
TÜV SÜD South Asia Personal Certification’s certificate holder undertake only those assignments for which they are competent by virtue of certification, training, and experience and, where warranted, seek the assistance of specialists as required to complete of assignments.
TÜV SÜD South Asia Personal Certification’s certificate holder indicate to the employer or supervisor any decisions that have been overruled by any authority that could result in adverse consequences.
TÜV SÜD South Asia Personal Certification’s certificate holder should not to use the certification in such a manner as to bring the certification body into disrepute, and not to make any statement regarding the certification which the certification body considers misleading or unauthorized.
TÜV SÜD South Asia Personal Certification’s certificate holder should discontinue the use of all claims to certification that contain any reference to the certification body or certification upon suspension or withdrawal of certification, and to return any certificates issued by the certification body.
Rights of candidates:
A candidate has right
To complaint against any inappropriate practice coming on his/her way during the complete certification process
To have adequate arrangements of examination
To have the adequate details of the examination and certification
To have the correct status of the certification held by him/her
To know the details of any revision in the scope of certification
To have the certification mark of the respective scheme, if applicable, subject to terms and condition of its usage

Appeal: Request by the provider of the object of conformity assessment to the conformity assessment body or Accreditation body for reconsideration by that body of a decision it has made relating to that object.
Complaint: It is defined as a formal expression of dissatisfaction made by any Interested Party against the certified client or by the client against the Certification Body activities.

Is training mandatory to appear the examination? Training is mandatory for level 01 FSEr. For more details please refer to the pre-requisites of each level of certification.
Can I appear for online examination? If Yes, then how should I book it? Functional safety examination is not available in online mode.

Can I get a refund if I cancel my enrolment? No, refund is not possible once the application form is processed.
What is the passing criteria?
A candidate shall obtain 70% to pass the examination of FSEr – level 01.
A candidate shall obtain 75% to pass the examination of FSCP – level 02.

What if I do not pass the examination? Will I get one more attempt at no cost? No there is no free re-sit. If a candidate fails the exam in first attempt, he/she can schedule the another exam by paying the fees again.
What is the validity of the certification? How can I go for recertification?
The certification is valid for 5 years and after that the candidate should get the extension of the certification by complying the pre-requisites mentioned on our website under Extension/ recertification.
A candidate shall go for fresh certification after the completion of 10 years from the initial certification including extension.

Learning certificate of which training institute will be considered in pre-requisite. Certificate from training institutes who covers the scope of learning of FSEr - level 01 certification will be considered as a demonstration to the learning requirements.
